Governments in Western Countries need relatively high levels of immigration to fill jobs in skilled shortage areas. The falling birth rate in the West and the reluctance of many people to do certain low level jobs and indeed certain high level jobs has meant that many vacancies remain unfilled. At the same time immigration policy has to be acceptable to the general population.
