The United States implemented new requirements for travelers entering the country, as of 23 January this year, to comply with the Intelligence Reform and Terrorism Prevention Act of 2004. All persons entering the U.S. by air travel must have a passport, or some form of identification from a very restrictive list.

Bush, in his tour of Latin America, vowed to make immigrating to the US easier. However, his push for immigration reform has met staunch opposition from his own Republican party.

In his last stop in Mexico, Bush stood alongside Mexican President Felipe Calderon and said that a good migration law would help both economies as well as the security of both nations.

The United States, currently struggling to fill highly skilled jobs, is debating the question of whether to raise the cap on H-1B visas, currently set at 65,000 per year. People may begin applying for the next years' quota on 01 April 2007.
