If you have an excellent business idea and can raise the finance this could be a way for you to gain entry to the UK. You must meet the following requirements:

Your business idea must be new and innovative.
You must have sufficient funding in place or agreed in principle.
You must create employment for at least two people.
You must have significant business experience.
You must have at least a five percent ownership in the proposed business.

Please note that if you are a citizen of one of the following Countries you can come under the EC Association Agreement and it is much more straightforward: Bulgaria, Romania. You should probably also have a minimum in UK sterling of GBP2000 (about US$3600) to take with you to the UK before considering this programme.
